| JAMIE
SPIEGEL
Jamie is currently the Director of Purchasing for Round Rock ISD,
overseeing Purchasing, Distribution, Print Services, and Textbook
operations. Jamie has been with RRISD for 7 years, and prior to
the district was with the State of Texas Building and Procurement
Commission (TBPC) for 11 years, with responsibilities as Purchaser,
Programs Director for eProcurement, QISV and Cooperative Purchasing.
He is certified through Texas Association of School Business Officials
as a CTSBS. He graduated form Concordia University at Austin in
1983 with a degree in Business Management and Administration.
GARY KERBOW
Gary is the Director of Purchasing for the Dallas ISD. He began
his career in purchasing in 1995 as a Purchasing Agent for Lewisville
ISD and later became Assistant Director. Gary moved to Carrollton-Farmers
Branch ISD in 1999 as Director of Purchasing then the Executive
Director of Materials Management and Student Nutrition. Other organizations
he belongs to are ARMA International, ASBO International and the
Texas Association of School Business Officials.
MICHAEL RICHMOND
Michael is the Director of Investigations with the Financial Audits
Division of TEA. Michael has been with the Agency since 1985. He
has a BBA in Accounting from Southwest Texas State University and
is a Certified Public Accountant.
NARITA HOLMES, C.P.A.
A C.P.A. in the state of Texas since 1971, Narita Holmes served
as Ector County Purchasing Agent from 1987 until she retired in
2004. Previous employment includes three years with a big-eight
accounting firm, and fifteen years as chief financial officer for
financial institutions. She has been an accounting instructor for
Odessa College and the University of Texas of the Permian Basin
and also taught a variety of management courses including Purchasing
Management. Narita speaks frequently on a variety of topics for
workshops, conferences and in-service training. A graduate of the
University of Texas at Austin with a BBA in Accounting, she earned
an MBA in Management at the University of Texas of the Permian Basin.
Narita is a Board Member of the new Texas Public Purchasing Association.
TRACI ROBERTSON
Traci is the Executive Director of Purchasing/Contract Services
for the Lubbock Independent School District. She has been in school
district purchasing for 14 years. In addition to procurement, she
is responsible for administering the district’s privatized
service contracts. She has a BBA from Tarleton State University.
DAVID BOHANNON
David is the Director of Procurement and eCommerce for the North
East ISD. He has over eighteen (18) years in public education purchasing.
A graduate of Texas Wesleyan University, Fort Worth, of 1986 with
a BBA degree.
PHILIP TODD
Philip is presently Director of Purchasing for the Dallas County
Community College District. Prior to working for the DCCCD, experience
included 14 years in corporate procurement and contracting in the
banking business. Prior to working in the banking world, Philip
was an Industrial Arts instructor, school administrator and spent
ten years in public purchasing with the Dallas Independent School
District. He has a Bachelor of Science degree and a Master of Science
degree from the University of North Texas.
PAMELA M. PERKINS
Pam Perkins is an investigator/program specialist in the Consumer
Protection Division of the Texas Attorney General’s Office
where she has worked since 1988. Pam graduated from Stephen F. Austin
State University and completed graduate work at Southwest Texas
State University. Pam has investigated and worked on numerous bid
rigging, price fixing, and related antitrust cases involving public
procurement issues, and teaches classes throughout the state on
issues and concerns with public entity purchasing.
LAURA S. FOWLER
Laura Fowler has been a licensed Texas Attorney for the last 28
years. After graduating from Baylor law School in 1979 and after
a three-year tour as a commissioned officer in the US Naval Reserve,
Ms. Fowler returned to Texas where she has concentrated her practice
in construction and real estate. Henslee, Fowler, Hepworth, &
Schwartz, L.L.P. the four lawyer Ms. Fowler joined in 1985, has
grown to a fifty-seven lawyer firm serving six Texas cities.
LORENA GARCIA
Mrs. Garcia is the Director of Purchasing for McAllen ISD with over
thirteen years experience in public procurement. She has a BBA from
the University of Texas Pan American with a background in Comp9uter
Information Systems. Mrs. Pequeno has been developing procurement
and warehouse data management solutions for over ten years.
MARK ROGERS, C.P.M.
Mark retired form the Austin ISD on June 30, 2009 where he was the
Director of Purchasing and Central Services. Prior positions include
Director of Materials Management for the University of New Mexico
at Alburquerque and Director of Purchasing and Support Services
for Austin Community College. Mr. Rogers has been in public purchasing
since 1974. He is a graduate of the University of Texas at Austin.
Mark is now speaking at seminars and doing consulting work.
CARLOS CASCOS, CPA
Judge Carlos is the newly elected Cameron County Judge, but he is
still a partner at Patillo, Brown, & Hill, CPA’s an accounting
firm with eight (8) offices located in Texas and New Mexico. A Certified
Financial Manager and a member of the American College of Forensic
Examiners, Carlos is a graduate of the University of Texas at Austin.

WHEELER, CPM
Anne is the Purchasing Agent for Leander ISD in Leander (Austin),
Texas. Anne has over 25 years of Purchasing and contract management
experience, leading purchasing teams for the City of Natchitoches
LA., Texas Commission for the Blind, Austin Community College, and
Texas Guaranteed Student Loan Corporation, and now LISD. She is
a graduate of business school at the University of Texas at Austin
and has earned her C.P.M. and CPPB. Anne is currently serving on
the Board for CTPA-Central Texas Purchasing Association.
MELITON MOYA, Ph.D
PhD from the University of Colorado at Boulder, December, 1981.
Major in Clinical Psychology, Minor; Social Psychology, Ba from
Pan American University. Dr. Moya has extensive experience in working
with psychological arrangements, teaching psychology at the University
level both undergraduate and graduate courses. He is the founder
of “The Process Manager” specializing in educational
management solutions.
ELTON D. BROCK, C.P.M.
Elton is currently the Manager of Statewide Contracting and Procurement
Strategy with the Texas Comptroller of Public Accounts. Elton Was
recently elected to the Board of Directors for NAPM-Austin for 2008
and 2009 as both the 1st Vice-President and Programs Director, served
as President of NAPM-Central Texas for 2005-2007, and has held the
office of Education Director for the (ISM) Institute of Supply Managements’
Southwest Forum for the past three years. Elton holds certifications
as CTP and CTPM from TPASS, and C.P.M. from ISM. Elton is a graduate
of Sam Houston State University.
ALLEN L. HENDERSON
Allen was Assistant Director, Facilities Planning, Design and Construction
at Texas State University—San Marcos—retiring from that
institution in 2007 after nearly 26 years of public service. He
has over 30 years of experience in the facilities maintenance and
construction industry and holds a Bachelor’s degree in Applied
Arts and Sciences from Texas State with professional development
in Construction Management. He currently provides independent JOC
consulting services to include educational and training efforts
and contractor performance auditing.
LORI ATWOOD RAMOS
Lori is the Purchasing Specialist for the Region One ESC Child Nutrition
Program – South Texas Coop. She received her Bachelor of Science
Dietetics at the University of Texas Pan American (UTPA and is currently
pursuing a Masters in Business Administration.
GEORGIA LOIDL, C.P.A.
Georgia Loidl is a partner with the firm of Long Chilton, LLP, practicing
in the McAllen office. Georgia graduated from the University of
Texas – Pan American in 1982. Georgia has been performing
school district, municipal, and governmental audits for over twenty
years in the valley. She has served as the engagement partner on
school district, cities, and OMB A-133’s audits for the last
fourteen years. Mrs. Loidl is a designated industry specialist and
governmental partner for Long Chilton and has been designated as
a reviewer on local government engagements for other Long Chilton
offices. She has provided consulting services related to internal
control systems, accounting procedures, bidding compliance, taxes
receivable and other areas.
STEVE FISHER
Steve is currently the Program Manager for TASB’s Texas Local
Government Statewide Purchasing Cooperative (BuyBoard). Mr. Fisher
has spent the last 17 years working with various governmental entities
throughout Texas. He also spent 6 years working with the TASB as
Assistant Director of District Services responsible for the statewide
marketing of the Associations programs and services.
LORI BURNS
Lori is the Director of Membership and Communications for Public
Power Pool and Association Power, LLC., educating eligible entities
about the competitively-bid, aggregate power contracts thru the
use of cooperative contracts. Lori spent her pervious seven years
at the Texas Department of Information Resources.
MIGUEL A. SALDANA, JD
Mr. Saldana is currently the General Counsel for the Brownsville
Independent School District, serving in that capacity for the last
five years. Additionally, he currently serves in the same capacity
for the Point Isabel Independent School District. He recently joined
the law firm Walsh, Anderson, Brown, Schulze & Aldridge, P.C.
Mr. Saldana practices school litigation and litigates management
and business issues, and school employment issues. Mr. Saldana graduated
from the University of Texas at Austin in 1975 with a Bachelors
of Business Administration with Honors. He graduated from the University
of Texas School of Law in 1988.
JOE L. LOPEZ
Joe has a BBA degree from UT-Pan American University. He is currently
a school board member with South Texas ISD. He is a past board member
with Brownsville ISD for ten years, eight years with Valley Appraisal
District, three years with the Boys/Girls Club, and Legislative
Board of Region One. He is a financial consultant and is involved
in his family-owned grocery store chain.
WILLIAM (BILL) RUSTEBERG
Bill is an independent insurance agent; he is currently the Employee
Benefits Consultant for numerous governmental entities. He has over
27 years of experience in the insurance industry. Bill also holds
a license in Risk Management (among others) issued by the Texas
Department of Insurance with reciprocal licenses in Illinois, Alabama,
and Colorado.
