| PAMELA M. PERKINS
Pam is an investigator/program specialist in the Consumer Protection
Division of the Texas Attorney General’s Office where she
has worked since 1988. Pam graduated from Stephen F. Austin State
University and completed graduate work at Southwest Texas State
University. Pam has investigated and worked on numerous bid rigging,
price fixing, and related antitrust cases involving public procurement
issues, and teaches classes throughout the state on issues and concerns
with public entity purchasing.
JAMIE SPIEGEL
Jamie is currently the Director of Purchasing for Round Rock ISD,
overseeing Purchasing, Distribution, Print Services, and Textbook
operations. Jamie has been with RRISD for 7 years, and prior to
the district was with the State of Texas Building and Procurement
Commission (TBPC) for 11 years, with responsibilities as Purchaser,
Programs Director for eProcurement, QISV and Cooperative Purchasing.
He is certified through Texas Association of School Business Officials
as a CTSBS. He graduated form Concordia University at Austin in
1983 with a degree in Business Management and Administration.
Natacha Peláez-Wagner
Natacha’s professional background spans over 30 years. Her
experience includes the management and administration of public
sector programs and nonprofit organizations, public school and community
college education, and paralegal work in the area of litigation.
Her skills range from organizational development, to operational
assessments, program development and management, strategic planning,
training, interagency coordination, and community outreach and response.
Ms. Peláez-Wagner is a principal in the firm MGT of America,
Inc. a national public sector management consulting company. During
her ten year tenure at MGT, she has worked on and/or managed numerous
studies across the U.S. and in Puerto Rico, helping state agencies,
county and municipal governments and school districts conduct efficiency
reviews, to improve their operations while also realizing cost savings.
ANTONIO (TONY) GRACIA, CPM
Tony is currently the Director of purchasing for the Harlingen CISD.
He graduated from UT Pan American with a BA-Management. Tony has
been in the purchasing and materials management profession for 35
years; 17 in the private sector and 18 in the public sector. He
also serves on the Board of Directors for the TASB BuyBoard’s
Purchasing Cooperative.
JONATHAN BEY
Jonathan is currently the Executive Director of Purchasing for the
Fort Worth ISD; he oversees all procurement operations, the district’s
travel program, Procurement Card Services, and the Historically
Underutilized Business Program. He is a Certified Texas School Business
Official (CTSBO). He graduated Summa cum Laude with a Bachelor’s
Degree in Business Management from McMurry University and holds
a Masters Degree in Procurement and Acquisitions Management from
Webster University. Prior to his career with FWISD, he served 20
years in the United States Air Force and retired with honor in 2004.
REID HENRY
Reid is the Assistant Director of Procurement & eCommerce at
North East ISD in San Antonio, TX. Reid is responsible for
purchasing, warehousing, and facility rental operations. Before
joining NEISD, Reid worked for The University of Texas Health Science
Center San Antonio and Texas State University in the procurement
and budgeting departments respectively. Reid holds a BA from
Southwest Texas State University and an MBA from Texas A&M-Commerce.
He is also an adjunct instructor at Victoria College teaching online
Business Ethics courses. Reid is an active member in TASBO
as well as the Alamo Area ASBO.
CARLOS CASCOS, CPA
Carlos is the elected Cameron County Judge, and is a partner at
Patillo, Brown, & Hill, CPA’s an accounting firm with
eight (8) offices located in Texas and New Mexico. He is a Certified
Financial Manager and a member of the American College of Forensic
Examiners. Carlos is a graduate of the University of Texas at Austin.
NARITA HOLMES, C.P.A.
A C.P.A. in the state of Texas since 1971, Narita served as Ector
County Purchasing Agent from 1987 until she retired in 2004. Previous
employment includes three years with a big-eight accounting firm,
and fifteen years as chief financial officer for financial institutions.
She has been an accounting instructor for Odessa College and the
University of Texas of the Permian Basin and also taught a variety
of management courses including Purchasing Management. Narita speaks
frequently on a variety of topics for workshops, conferences and
in-service training. A graduate of the University of Texas at Austin
with a BBA in Accounting, she earned an MBA in Management at the
University of Texas of the Permian Basin. Narita is a Board Member
of the new Texas Public Purchasing Association.
BOB WOOTEN
Mr. Wooten is the director of Strategic Solutions for Tradition
Energy. He coordinates the energy-purchasing program for local governments
through the Choice Facility Partners cooperative purchasing program.
Prior to joining Tradition Energy, he coordinated an aggregation
of over 100 public agencies purchasing electricity in the Texas
deregulated market through the H-GAC Energy Purchasing Corporation.
He holds several professional certifications, including Certified
Energy Procurement Professional, Certified Purchasing Manager, and
Certified Business Manager. Wooten also holds a BA in Psychology
from Texas A&M University, and a Masters in Public Administration
from the University of Houston.
GEORGE C. GOULD, III
George founded the Employee Benefits Division in 1996 when he joined
the Principal of Capital Strategies Group. In addition to directing
the Employee Benefits division of Capital Strategies, George also
specializes in the design and implementation of health and welfare
benefits for clients. George has more than 25 years’ experience
in the Employee Benefits industry and is a local, state, and national
member of the Association of Health Underwriters, and a Registered
Health Underwriter. George holds a degree in Education from Birmingham
Southern College, which he utilized as a teacher and principal prior
to entering the insurance industry. He received his Masters in Education
Administration from the University of Alabama.
DAVE SLATER
Dave is the Regional Vice President of Sales fro Meritain Health.
He is responsible for sales of self-funded health benefit plans
in Colorado, Arizona, Wyoming, Nebraska, New Mexico and Kansas.
He has more than 15 years of experience in the health insurance
industry. Dave became employed with Meritain Health from CIGNA International,
where he served as Director International Sales for the Midwest
Region.
DAVID R. ROYLANCE
David is President of Cavallo Energy Texas. He has more than 25
years in the energy industry and a proven track record of delivering
innovative electricity and natural gas solutions for consumers.
David previously served as President and COO of SaveOnEnergy, the
nation’s largest online price comparison site for electricity
consumers. David joined Reliant Energy in 1998. From
1986-1998, he held positions of increasing responsibility at Conoco
Philips’ domestic and international units. Mr. Roylance
holds a BA from University of North Texas and is Board Chair for
Children at Risk, a nonprofit organization whose mission is to improve
the quality of life for children.

MARK ROGERS, C.P.M.
Mark has been providing training and consulting on public purchasing
issues since retiring in 2009. Prior to his retirement
in 2009, Mark was Director of Materials Management for the Austin
Independent School District for twenty-four years. Prior
positions include Director of Materials Management for the University
of New Mexico at Albuquerque and Director of Purchasing & Support
Services for Austin Community College. While Director of Materials
Management at the University of New Mexico at Albuquerque, Mark was
responsible for implementing the New Mexico Procurement Code.
Mark has been in public purchasing since 1974. He is a graduate
of The University of Texas at Austin.
LORENA GARCIA
Mrs. Garcia is the Director of Purchasing for McAllen ISD with over
fourteen years experience in public procurement. She has a BBA from
the University of Texas Pan American with a background in Comp9uter
Information Systems. Mrs. Garcia has been developing procurement and
warehouse data management solutions for over ten years.
LAURA S. FOWLER
Laura has been a licensed Texas Attorney for the last 29 years. After
graduating from Baylor Law School in 1979, and after a three-year
tour as a commissioned officer in the US Naval Reserve, Laura returned
to Texas where she has concentrated her practice in construction and
real estate. Laura is a principle partner in the Fowler Law Firm.
Recently established, it now has eighteen attorneys and nine support
staff.
DALLAS RAY SMETTER, M. ED.
Dallas is the Director of Technology for the San Benito CISD he has
assisted in the development of district technology plans for approval
by Texas Education Agency and developed long-term technology staff
development program. Mr. Smetter has an Ed. D. Degree and an M. Ed.
from the UT Brownsville, and received his B.S. Ed. from the University
of Nebraska at Lincoln.
LORI ATWOOD RAMOS
Lori is the Purchasing Specialist for the Region One ESC Child Nutrition
Program – South Texas Coop. She received her Bachelor of Science
Dietetics at the University of Texas Pan American (UTPA and is currently
pursuing a Masters in Business Administration.
SAMUEL “BUCK” ORRISON
Buck came to HCA/H2U Wellness Centers in January of 2011 as Director
of Sales and heads up the employer sales effort for H2U. He is a seasoned
veteran with over 20 years of experience in the large employer predominately
self funded (ASO) marketplace. Buck has negotiated some of the largest
contracts awarded to the top 500 companies. He has been credited with
developing one of the first domestic hospital steerage plans for some
of the country’s largest hospital management companies. Buck
has a passion for bringing qualifiable and sustainable change to the
delivery and financing of healthcare. Active in his community, he
served on boards and committees for numerous civic organizations,
including the American Heart Association, National Diabetes Foundation,
Junior Achievement and Fellowship of Christian Athletes; in addition
he is on the Board of Director for the March of Dimes.
WILLIAM (BILL) RUSTEBERG
Bill is an independent insurance agent; he is currently the Employee
Benefits Consultant for numerous governmental entities. He has over
27 years of experience in the insurance industry. Bill also holds
a license in Risk Management (among others) issued by the Texas Department
of Insurance with reciprocal licenses in Illinois, Alabama, and Colorado.
MELITON MOYA, Ph.D
Meliton received his PhD from the University of Colorado at Boulder.
Major in Clinical Psychology, Minor; Social Psychology, BA from Pan
American University. Dr. Moya has extensive experience in working
with psychological arrangements, teaching psychology at the University
level both undergraduate and graduate courses. He is the founder of
“The Process Manager” specializing in educational management
solutions.
ANNE WHEELER, CPM
Anne is the Purchasing Agent for Leander ISD in Leander (Austin),
Texas. Anne has over 25 years of Purchasing and contract management
experience, leading purchasing teams for the City of Natchitoches
LA., Texas Commission for the Blind, Austin Community College, and
Texas Guaranteed Student Loan Corporation, and now LISD. She is a
graduate of business school at the University of Texas at Austin and
has earned her C.P.M. and CPPB. Anne is currently serving on the Board
for CTPA-Central Texas Purchasing Association.
JENNIFER SMITH
Jennifer is the Regional Vice President of Sales for Central and Northern
Texas. She became employed with Meritain Health from Health Smart
Integrated Solutions, where she served as Vice President of Sales.
Jennifer received her Bachelor of Arts from the UT at Dallas. She
is a member of the National Association of Health Underwriters and
is also a founding member of W.I.N.N.E.R., a mentoring program for
young women in business located in Dallas, TX.
DAVID ANTONGIOVANNI, CSFS
Dave has been an insurance/benefit industry for 17 years. Currently
he is the Regional Vice President of Sales for PTRX, a PBM. His areas
of expertise include Prescription Drug Cost, Self Funding Health Plans,
HSA, HRA, FSA, COBRA, and Wellness. Dave earned his BA from The University
of California at Davis and shortly thereafter began his career in
the insurance industry. He has been a member of the Health Underwriters
since 2002 and is a continuing education speaker around the state
on RX cost, Wellness, H.S.A’s, HRA’s and FSA’s.
MARILYN K. Burgess
Marilyn is President/CEO of Lone Star Auctioneers, a small, Woman-Owned,
HUB Certified business which has served government and business clients
since 1984. She has been a licensed professional auctioneer for the
past 29 years ad is the Chief Auctioneer of the firm. Ms. Burgess
has a B.S. from East Texas State University, M.Ed. from the University
of North Texas as well as post-graduate work at UNT.
ED LANFORD, JR.
Ed is the Vice President/C.O.O. of Lone Star auctioneers. He has been
a licensed professional auctioneer for 30 years and is one of Lone
Star’s lead auctioneers. Ed has a B.A. from the UT at Austin,
attended the University of Houston pursing a Masters Degree. Following
the completion of a US Army obligation he entered an M.B.A. program
at the University of Texas Graduate School of Business.
CINDY CURNETT, CPM,
Cindy has been the Director of Purchasing and Business Services for
Odessa College for 5 years. She started her purchasing career in 1993
as a buyer for the University of Texas of the Permian Basin and moved
to Midland College in 1998 as the Purchasing Agent . Cindy is
the former president for the Ector County Governmental Purchasing
Group and member of TACCBO.
